In Istanbul, Fu Manchu wants to take over the governor's mansion, which has an enormous stash of opium. He joins forces with hookah-smoking drug kingpin Omar Pashu, and enlists his evil daughter Lin to try to arrange the deal. If he can get the massive stash of opium in Istanbul, he would have the power to control the port in Anatolia.

In order to complete his evil wish to freeze the oceans, Dr. Fu Manchu needs aid from a brilliant scientist, Professor Heracles, who has a heart ailment. Fu Manchu then kidnaps a doctor and his wife, in an effort to force them to give the unfortunate scientist a heart transplant. British spies must stop this insanity, or the planet will be destroyed.
